The Louis Berger Group Inc., one of the world’s leading international development consulting firms (www.louisberger.com), is seeking an ESL Program Design Specialist for a 2 to 3 month assignment in Mindanao, Philippines. Our intention is to develop an English language training program that will be implemented in at least ten universities in Mindanao over the next four years. The overall objective of the program is to increase the English proficiency of selected students to levels sufficient to enable them to qualify for employment in fields requiring varying degrees of proficiency. Such fields include, but are not limited to: Nursing, Business Process Outsourcing (including call centers); maritime trades, hotel and restaurant management, and tourism.

Approximately 18 months ago, we implemented a one-semester, computer-based English language program at each of two universities here and the results were extremely promising. This program utilized software developed by a US company called Dyn-Ed.

We need a consultant to work with us as soon as possible to accomplish the following tasks:

1. Survey English language training being implemented by a sample of public and private universities in Mindanao relative to content, instructional processes, equipment, cost and outcomes. I think that we should probably collect fairly comprehensive information from about 10 universities/colleges throughout Mindanao, and distribute questionnaires to the rest.

2. Once the survey has been completed, we will need to design a program that mediates whatever the observed weaknesses the survey reveals, and in light of effective practices elsewhere in the world.

The individual consultant or a company selected to lead this effort will be provided with 2 to 3 local support staff in Mindanao who have substantial knowledge of practices in local universities but probably lack the broader perspective on approaches being utilized outside of the Philippines. The support team will also help identify the schools, make the contacts, handle the logistics, etc.
